Optimisation of Rotating, Range-Gated Fanbeam Scatterometer for Wind Retrieval, task 3a report, FoM definition and validation

In this document a newly developed Figure of Merit (FoM), to be used to judge the performance of the RFSCAT simulator, is discussed and validated.

This FoM is tested in different ways.In a number of simple cases an exact calculation is done and compared to the numerical output of the FoM implementation. Then in a number of cases a number of synthetic wind solutions is used as input for the FoM implementation.
The results for several cases are compared to each other and to real ERS and SeaWinds data.
